The development of vocational education and training is closely related to the development of skilled labor and the fight against youth unemployment. In this context, dual and cooperative approaches to vocational education are considered particularly successful in international comparison.

The development of vocational education and training is closely related to the development of skilled labor and the fight against youth unemployment. In this context, dual and cooperative approaches to vocational education are considered particularly successful in international comparison. At the same time, the immediate effects and more long-term consequences of the COVID-19 pandemic highlight the limitations of this approach, as the number of training places on offer for instance in Germany has fallen rapidly in a short period of time. Measures to make dual approaches more flexible are also discussed in order to attract more companies to offer apprenticeships and more youths and young adults to train. Within the framework of the project, the focus was placed comparatively, by means of a University dialogue between the Universities of Bergamo (Lombardy) and Osnabrück (Lower Saxony), on cooperation between companies, vocational schools and inter-company vocational training centers for the offers of vocational training in the regions of Lombardy and Lower Saxony. The focus was on the political steering of this cooperation (macro level), the organizations involved in the cooperation themselves (meso level) and the interaction between teachers, trainers, and trainees (micro level).
